"FROM THE GROUND UP-SMART LAND USE STRATEGIES" The session will overview the recent changes in the Wisconsin Department of Commerce health and safety code (Comm 83) for the use of private septic systems and discuss the various perspectives on implementation. Opponents of the rule object to potential development of an additional nine million acres of Wisconsin land and challenge its impact on water quality. Supporters insist that it will preserve farmland and permit residential lots to be developed that are already planned and zoned. Both sides of this hotly debated issue will be presented.
