John Charles is the Environmental Policy Director for a free-market think tank in Portland, Oregon. The focus of his work is growth management, transportation and pollution control. Prior to joining the Institute he was Executive Director of the Oregon Environmental Council. | Portland, Oregon has been implementing a growth management plan for over 20 years and their approach is frequently seen as the "model" for controlling sprawl. The approach, characterized by a regional government, with an emphasis on light rail and an urban growth boundary has, according to John Charles, failed to achieve much of what it was predicted to solve. We are the beneficiaries of his wealth of experience. | |

The Wisconsin Legislature recently enacted smart growth legislation that is impacting economic development in a variety of areas such as land use planning, transportation and housing. Counties and communities are required to have a comprehensive plan in place by 2010. The panel will discuss the law and its impact on communities and those involved in the planning process.
